Covenant Fingerprinting is a registered vendor with the Florida Department of Law Enforcement (FDLE). Section 943.053(13), Florida Statutes (F.S.), requires all vendors, entities, or agencies submitting fingerprints electronically for the purpose of conducting a required or permitted criminal history record check, to enter into an agreement with the FDLE. The User Agreement contains information regarding quality compliance standards, fee payment, applicant’s Personally Identifiable Information (PII), and auditing practices.
Live Scan fingerprinting is a digital fingerprinting process that electronically captures your fingerprints and securely submits them to the appropriate government agency, such as the DOJ or FBI, for background checks.
Live Scan is commonly required for:

• Licensing and certifications
• Volunteers
• Government positions
• Immigration or adoption processes
• Education and childcare roles
An ORI is a unique identification number assigned to a law enforcement agency or authorized entity. It identifies where fingerprint submissions and background check results are sent when processed by the DOJ, FBI, or state agency.
An OCA is a number used to identify a specific case, application, or transaction associated with a fingerprint submission. It helps the receiving agency match the background check results to the correct applicant or purpose.
ORI: Tells the system who receives the results.
OCA: Tells the system which application or case the results belong to. Often used adjacent to ORI numbers for DCF regulated fields.
